Despite millions of rupees being spent in Kailali in the name of conserving water, ponds, and watersheds, groundwater levels are decreasing, ponds are shrinking, and taps are drying up. While facing a crisis linked to the same watershed, the federal, provincial, and local governments are operating with separate plans and budgets.
