MP Yadav Objects to National Investigation Department Under PMO

Kathmandu. Nepali Congress MP Rekha Kumari Yadav has objected to the proposal to keep the National Investigation Department under the Prime Minister's Office. She objected while participating in the theoretical and clause-wise discussion on the bill related to reviving the former provision of the Nepal Special Service Act, 2042. During the discussion in the meeting of the State Affairs and Good Governance Committee under the House of Representatives, MP Yadav pointed out the danger that keeping a sensitive institution like the National Investigation Department under the Prime Minister would make the individual stronger than the institution. She demanded that the government clarify to the House and the committee on what study this provision has been brought and its positive and negative effects. Her argument is that institutionally, the Home Ministry should receive the first information of the investigation. Discussing international practices, she emphasized keeping such bodies free from political influence, citing examples of India and Britain. She recalled that during the tenure of former Prime Minister Sushil Koirala, the department was brought under the Home Ministry and it played an important role in completing the general elections. Speaking at the meeting, she asked, 'Are we strengthening the institution or the individual?' She further added, 'If the investigation department is to be taken under the Prime Minister, why is the Home Ministry needed? If security and investigation bodies remain under different bodies, there will be no coordination between the state mechanisms.' Considering the past movements and security sensitivities, MP Yadav emphasized that the department should not be taken to the Prime Minister's Office under any circumstances and should be strengthened by keeping it under the Home Ministry.
