Proposed Chief Justice Presents Long-Term Plan for Judicial Human Resource Development

Kathmandu. Proposed Chief Justice Dr. Manojkumar Sharma has presented a long-term action plan for the development and management of human resources within the judiciary. He has committed to reviewing previous studies on human resources and formulating an integrated long-term policy for human resource development. The action plan also includes the goal of making the Judicial Council and the Secretariat of the Judicial Service Commission resourceful and more effective. Dr. Sharma has proposed a plan to conduct an organization and management (O&M) survey to make the workload, nature of work, and adopted methods of courts scientific. The action plan states that a special program will be prepared and implemented to enhance the skills of judicial personnel in line with the rapid development in science and technology and the legal principles developed at the national and international levels to address the current workload and responsibilities of the courts. Dr. Sharma clarified that efforts will be made to prepare and implement welfare policies and programs, including physical and mental health, medical treatment, and insurance for judges and judicial personnel, with special attention to career development and welfare plans for the human resources working within the judiciary. A program for succession planning and optimal utilization of talented human resources in the judiciary will be prepared and implemented. Legal and administrative arrangements will be made to facilitate human resource management in courts with heavy workloads, in line with the existing needs of the courts and the spirit of the proposed Federal Civil Service Act. The action plan includes coordinating to arrange separate integrated housing for judges and staff in courts located in remote and sensitive areas with security challenges to ensure the security of judicial personnel working there. Furthermore, necessary collaboration will be done with universities to reduce the existing gap between legal education and practical judicial work. Proposed Chief Justice Dr. Sharma has made public through his action plan arrangements for providing practical and skill-based training that fully matches the nature of judicial work by revising the curriculum of training providers including the National Judicial Academy.
