Appointed Chief Minister with the support of CPN-UML on July 28, Shahi took a vote of confidence from the parliament on August 19. On the same day, he appointed 3 ministers from his ruling partner UML. On August 27, he completed the cabinet by appointing 3 more ministers from his own party, the Communist Party of Nepal.
