Surkhet. The main opposition party in Karnali Province, the Nepali Congress, was compelled to sign a 9-point agreement on June 17, 2081, after continuously obstructing parliament. Point number 7 of that agreement states—all projects above 3 million rupees, except for agricultural programs, will be operated through tender (tender/bidding) process.
The budget was passed only after this agreement at that time. The Congress was in the main opposition, while there was a coalition government of UML-Maoist. Mahendra KC of Maoist was the Finance Minister at that time.
