A motion signed by 16 lawmakers proposed Jeevan Bahadur Shahi, leader of the Congress parliamentary party, as the Chief Minister. Chief Minister Yamlal Kandel, who is also the leader of the UML parliamentary party, was hoping for a decision from the center, as a coalition between the then UML and Congress had been formed at the center. However, the Congress informed that the coalition with UML had broken and established relations with the Maoist Centre. But within the Maoist Centre, there is a dispute over whether to join the government or not.
