Kathmandu. Former chairman of the Legislation Management Committee, Parshuram Megh Gurung, has stated that measuring the implementation of laws is necessary for creating integrated laws. In a discussion on 'Law Implementation Measurement in Nepal: Importance, Practice, Challenges, and the Way Forward' held at the Legislation Management Committee meeting on Saturday, he said that a jungle of laws should not be created. He stated that the objective of lawmaking is not just to add new acts but to make existing acts, rules, and laws concise, accurate, and effective. Mentioning that Nepal does not have a long history of legislative practice, Gurung expressed the view that the practice of discussing bills in detail through thematic committees has only systematically progressed after the implementation of the constitution. Gurung mentioned that laws are currently being made by a total of 761 bodies, including the federation, seven provinces, and 753 local levels, and warned that the excessive addition of acts poses a risk of creating a jungle of laws. He stated that if each level makes only 10 acts per year, more than 7,600 acts will be added. He said that a jungle of laws will increase injustice. He also expressed the view that laws of a similar nature should be integrated based on necessary study. Member of Parliament Gurung pointed out the need to measure the effectiveness of law implementation and expressed confidence that regular monitoring and implementation of the report prepared by the committee would contribute concretely to legal reform.
