MP Nisha Dangi Proposes Single Effective Law for Infrastructure Projects

Kathmandu. Rastriya Swatantra Party MP Nisha Dangi has proposed making a single effective law instead of making many laws to facilitate infrastructure projects. She made such a proposal while speaking at a meeting of the Infrastructure Development Committee on Monday. She said that a thorough discussion is necessary before making new laws on subjects like the Public Procurement Act, Forest Act, Engineering Act, and 'Sunset Act'. She also mentioned that a study is necessary to restructure the Public Procurement Act. She stated that some problems can be addressed through procedures or regulations. She emphasized that instead of making many new laws, a new law should be made targeting national pride projects, and the necessary subjects should be included in it. According to her, making many laws does not guarantee that infrastructure projects will be successful. She said that the reason national pride projects have reached their current state is not only due to the small number of laws. Expressing her views, MP Dangi said, 'While saying that the Public Procurement Act should also be brought in a different way, the Forest Act should be amended, the Engineering Act and Sunset Act should also be brought anew, and a law only for national pride projects should also be brought anew, some subjects can also be addressed by us through procedures or regulations.' Pointing out that the committee needs to discuss further, she added, 'Instead of bringing so many laws, the committee should discuss in a broader way and move forward by making a new National Pride Projects Act and including all these subject matters in it. Making new laws and regulations is not a trivial matter.' Arguing that projects will not be successful with many laws alone, she said, 'I don't think we can complete all infrastructure projects well by making many laws. I don't think national pride projects have reached this miserable state only because of a few laws.' She clarified that new laws are not necessary for all subjects. She concluded that national pride projects are not stalled solely due to the lack of laws.
