Corruption Case Filed Against Teacher and Former Education Official in Lamjung

Kathmandu. The Commission for Investigation of Abuse of Authority has filed a corruption case against Navraj KC, a teacher at Adarsha Bal Secondary School in Sundarbazar, Lamjung, and the then acting District Education Officer Homnath Neupane. The charge sheet was filed at the Special Court Kathmandu against them on the charge of becoming a permanent teacher by submitting false details. Teacher KC had obtained a permanent appointment in the secondary level by submitting false details claiming himself to be a displaced teacher. KC had committed forgery after the Teacher Service Commission decided in 2063 BS to allow internally displaced teachers to compete. He had resigned from the temporary post of secondary school and taken an appointment at the primary level. However, the commission's investigation revealed that KC obtained a permanent appointment by submitting false details claiming to be a displaced teacher of the secondary level. When the Teacher Service Commission opened applications for temporary teachers on Mangsir 15, 2061 BS, KC did not even have the minimum qualifications. He had already taken a permanent primary teacher appointment on Ashar 2, 2061 BS. 'During the investigation, KC admitted that he is not a displaced teacher,' the CIAA stated in the charge sheet, 'He himself has admitted that he resigned after becoming a permanent teacher.' Similarly, the CIAA has also made the then acting District Education Officer Homnath Neupane a defendant. Neupane had certified the false details filled by teacher KC in the Teacher Service Commission's application form. It was after Neupane approved it that KC got the opportunity to participate in the examination. Due to obtaining a government appointment by submitting false details, the CIAA has demanded imprisonment and fines against teacher KC under Section 16 (1) of the Prevention of Corruption Act, 2059 BS. Similarly, the CIAA demands that the then acting District Education Officer Neupane be punished as an accomplice under Section 22 of the same Act. Neupane is accused of aiding the main perpetrator in committing the offense and providing illegal benefits.
