As the process of the Chief Minister of Bagmati Province taking a vote of confidence becomes complicated, questions have arisen over the role of the Provincial Assembly's Deputy Speaker Apsara Chapagain. In the absence of a Speaker, the responsibility of conducting the Provincial Assembly rests on Deputy Speaker Chapagain. Parties have accused Deputy Speaker Chapagain, who holds a constitutional responsibility to maintain parliamentary dignity and neutrality, of forgetting her official dignity and trying to become an 'cadre' of the UML.

In the absence of a Speaker, she, in a leadership role in the assembly, has been accused by opposition parties of failing to act impartially in conducting the assembly.
