Karnali Government Faces Internal Factionalism Delaying Expansion

Surkhet. Factionalism has begun within the Nepali Communist Party (NCP) leading the government in Karnali. The government has not been able to be fully formed due to factionalism within the NCP parliamentary party for the game of becoming and making ministers. Six MPs led by NCP Parliamentary Party Chief Whip Krishna Bahadur GC have submitted a letter of attention to the party central office against Chief Minister Mangal Bahadur Shahi. A source close to the Chief Minister claims that the oath-taking ceremony scheduled for 11 AM on Monday at the Provincial Chief's office was postponed due to the same letter. Chief Minister Shahi wanted to make Bindaman Bista, Jumkit Lama, and Milan Khadka ministers for the three ministries that fell to his party's share. Accordingly, he had called the Provincial Chief's office in the morning for the oath-taking, but by 10:30 AM, he could not provide the list of ministers to be appointed. Later, he suddenly went to the Provincial Chief's office himself and requested to postpone the oath-taking ceremony. 'The party has not agreed, please stop the oath,' Chief Minister Shahi told Provincial Chief Yagyaraj Joshi, according to sources. Provincial Chief Joshi had suggested that postponing at the last minute after setting the oath-taking program would not send a good message outside. 'Rather, let's postpone the time for a few hours,' a source told Ratopati, 'but since the Chief Minister said it might take a few days, the time was not rescheduled.' The oath was stopped after six MPs led by the NCP's chief whip submitted a letter to the party central office, according to a source close to the Chief Minister. After Party Chairman Pushpa Kamal Dahal 'Prachanda' and Co-Chairman Madhav Nepal called from the headquarters to discuss the letter, Chief Minister Shahi stopped the oath. 'He is also the leader of the party, and after a decision was made, a letter was sent from the center from the other side,' says a source close to the Chief Minister, 'When the call came from above, it caused tension!' Although it was previously said that the expansion of the cabinet was problematic due to disagreements with UML over the share, it appears that the delay in government expansion is due to problems within the Chief Minister's own party. Chief Minister Shahi has not been able to complete the government for a month. UML has already sent ministers to the three ministries that fell to its share.
