The devastating flood in Rasuwa on Wednesday has once again exposed a critical gap in Nepal’s disaster preparedness: the country often learns about hazards in the high Himalayas only after they have begun wreaking havoc downstream. A preliminary assessment by the National Disaster Risk Reduction and Management Authority suggests that the flood was triggered by an ice-rock landslide or avalanche that blocked the Lendhe River near the Nepal-China border. The resulting surge of water and debris appears to have entered the Trishuli River after passing through Timure. The precise cause and sequence of events still need to be established through field investigations and satellite imagery. But the uncertainty itself highlights a larger problem. Whether the trigger was an ice avalanche, landslide, temporary river blockage or another mountain hazard, Nepal needs to know about such developments before floodwaters reach populated areas. Much of Nepal’s major river systems originate in the high Himalayas, including areas that are extremely difficult to monitor from the ground. Events occurring upstream can therefore unfold beyond the reach of Nepal’s surveillance systems while communities downstream remain unaware of the danger.
