Biratnagar. In the second term of the Koshi Province Assembly, on the 19th expansion of the cabinet, Nepal Communist Party (NCP) leader Jeevan Acharya has received the responsibility of the 'lucrative' Physical Infrastructure Development Ministry. Elected to the Provincial Assembly for the first time, he has completed a 'hat-trick' by becoming a minister three times in the same term with this appointment. Previously, he was appointed Minister of Tourism, Forest and Environment on Poush 29, 2079, under the leadership of Hikmat Kumar Karki. After the collapse of the left alliance, five months later, another government was formed under the leadership of Congress's Uddhav Thapa. Acharya was again appointed Minister of Economic Affairs and Planning on Asar 24, 2080, in the Thapa-led government. This time too, there was considerable difficulty within the Maoist Center during the recommendation of ministers. The main reason for the dispute was whether to make Acharya, elected from Morang 6 (1), a minister or not. However, due to being the son-in-law of Maoist Center Chairman Pushpa Kamal Dahal 'Prachanda', many could not stop him from becoming a minister. At 41 years old, he has obtained a 'double degree'. In terms of educational qualifications, he is among the few highly educated members of the Koshi Provincial Assembly. The Acharya family, who moved from Buipa in Khotang to Budhiganga in Morang in 2042 BS, the year he was born, still resides in Budhiganga-5. Having grown up and started his primary education in the former Hattimudha-9, he completed his SLC from Saraswati Secondary School in Duhabi in 2057 BS. He then completed his I.Com and BA in Economics from Mahendra Morang Adarsh Multiple Campus. He has completed his postgraduate (MA) in Political Science and Economics from the Central Campus, Kirtipur, Tribhuvan University. Married to Ganga Dahal, the youngest daughter of Prachanda, on Magh 18, 2068 BS, Acharya has two elder sisters and one elder brother. Jeevan is the youngest child in the family. He joined the Nepali Congress-affiliated Nepal Students' Union in 2058 BS while studying at Mahendra Morang Campus, but he says he joined All Nepal National Free Student Union (Revolutionary) from 2060/61 BS. After moving to Kathmandu for postgraduate studies, he participated in the People's Movement of 2062/63 BS. After the first Constituent Assembly elections in 2064 BS, he joined the Republican Forum, close to the Maoists. Subsequently, he became a district member and district secretariat member of Kathmandu, and in 2074 BS, he became a candidate for the Provincial Assembly but was defeated. At that time, he became a provincial committee member of the Nepal Communist Party (NCP) formed by the merger of UML and Maoist. Currently, he is a central member of the NCP. He became a central member from the 20 percent quota set by the eighth general convention of the then Maoist Center to ensure representation for youth under 40 years of age. In the elections of Mansir 2079 BS, he was a candidate from the alliance including the Nepali Congress and defeated Rita Neupane of UML.
